PURPOSE: A metering system is provided to save a communication charge by transmitting the metered data in a circuit data transmission mode in case of transmission failure of packet data. CONSTITUTION: A power meter(11) meters the amount of electric power generated from a generator of a power plant, stores the metered data in a memory, receives a metered data transmission command from a wireless modem(12), and transmits the metered data stored in the memory. The wireless modem transmits the metered data in a packet data transmission mode or a circuit data transmission mode by using a mobile communication network(13). A router(14) receives the packet data, extracts the location of the packet, and transmits the location of the packet to a metering server. A server wireless modem(15) transmits and receives the circuit data to and from the wireless modem. A metering server(16) manages and analyzes the metered data and transmits the setup information of the wireless modem and a metered data non-reception signal. An information DB server(18) stores the setup information.
