PURPOSE: A wireless resource saving system when performing service call converting and a method thereof are provided to reduce the wireless resources consumption. CONSTITUTION: An exchange unit(400) controls the reallocation of wireless resources about a first and a second user terminals based on a approval result from the second user terminal. A first wireless network control device(300) reallocates the wireless resources through a communication with the first user terminal. The first wireless network control device reports the completion of the reallocation to the exchange unit. A second wireless network control device(500) reallocates the wireless resources through the communication with the second user terminal. The second wireless control apparatus reports the reallocation completion to the exchange unit.
