The system has a UHF radar with fixed antenna arranged and configured to cover a considered zone. Incorporated blocks are formed starting from confirmed elementary blocks. An aggregate stud is attributed as a function of the attributes of the confirmed elementary blocks used to form the considered aggregate blocks. The aggregate blocks formed at the preceding stage is validated. The aggregate block is validated as a function of the measurement of distance associated with the block. The validated aggregate blocks are transmitted to tracking units of the radar.
