PURPOSE: A heating fabric, a manufacturing method and a seat heater for a car are provided by using a semi-permanent carbon fiber where heat distribution effect is regular, a heat transfer is rapid and electricity consumption is saved. CONSTITUTION: A carbon fiber and an electrode terminal portion(30) are formed on an upper end of a base layer(10). The carbon fiber plays a role of the conductive heating element(20). The electrode terminal portion supplies the power. The shape of the carbon fiber and the electrode terminal portion are maintained by arranging the carbon fiber on an upper end of an unwoven fabric and inserting the electrode terminal portion into a set position between the unwoven fabric and the carbon fiber.
