PROBLEM TO BE SOLVED: To certainly detect oil in an extremely narrow waterway. SOLUTION: An oil detecting device 1 includes: an ASK modulation circuit 11 for emitting light having a predetermined wavelength modulated by a predetermined pattern; a projection part 13 having an LD drive circuit 12 and an LD 19; a line lens 20 for linearly shaping the light emitted from the projection part 13; a fluorescence detection part 14 for detecting light having a wavelength different from that of the light emitted from the projection part 13 and modulated by the predetermined pattern, a resonance/high-frequency amplifying circuit 15; a detection circuit 16, a fluorescence filter 21; a tone decoder circuit 18 for outputting that the light is detected by the fluorescence detection part 14 as an oil detection result; and an LD control & signal operation part 10.
