<p><P>PROBLEM TO BE SOLVED: To provide a structure of an organic EL element which is simple and superior in manufacturability, and superior in luminous efficiency and lifetime, and to provide a manufacturing method for the element. <P>SOLUTION: The organic EL element 4 is provided with an anode metal layer 12, which is formed on an element substrate 11 and has a first region and a second region other than the first region; an insulating layer 14 formed in the first region on the anode metal layer 12; a metal oxide layer 43, which is formed on the anode metal layer 12 in the second region since the surface of the anode metal layer 12 laminated on the substrate 11 is oxidized and which is not formed in the first region; a hole transporting layer 15, which is formed in the second region on the metal oxide layer 43, where the insulating layer 14 is not formed and contains a hole transport organic material, an organic luminous layer 16, which is formed on the hole transport layer 15, and a cathode layer 17 which is formed on the organic luminous layer 16 and injects electrons into the organic luminous layer 16.
