PROBLEM TO BE SOLVED: To effectively prevent an operation target device from being used by a person having no user right. SOLUTION: This invention provides a control apparatus 100 for operating an operation target device 200, including: a signal generator 130 for generating an operation signal including operation contents for the operation target device 200 in response to operation input; a transmitter 170 for transmitting the signal generated by the signal generator 130 to the operation target device 200; and a lock state controller 140 for providing a locked state, where any other operation input than a predetermined lock canceling operation is not received, when any operation is not inputted for a fixed time or when a predetermined lock operation is performed, and for canceling the locked state when an unlocking operation is performed during the locked state.
