PROBLEM TO BE SOLVED: To provide a level shift circuit having a small difference in transition time between rising and falling of an input signal. SOLUTION: A semiconductor integrated circuit includes: first and second level shifters 11, 12 of VDD power supply systems in the same circuit configuration; an inverter 13 of a VEXTQ power supply system; and an inverter 15 of a VDD power supply system. An input signal IN of a VEXTQ power supply system and an output signal of the inverter 13 are input to the gate terminals of two NMOS transistors TN1, TN2 for input within the first level shifter 11. A signal of an output node A2 of the first level shifter 11 and an output signal of the inverter 13 are input to gate terminals of the two NMOS transistors TN3, TN4 for input within the second level shifter 12.
