PURPOSE: An image processing device and image processing method are provided to effectively generate an image with high resolution from an image with a low resolution even in an environment existing various noise. CONSTITUTION: An image input unit(410) receives an image. A plurality of study images belongs to a second class according to the property the image and a first class according to the property of noise. An image processing unit(420) generates reference data. The image processing unit performs scaling of the inputted image. A display unit(430) displays a scaled high resolution image.
