PROBLEM TO BE SOLVED: To provide a medium issuing machine that prevents the issuing service from being degraded by stopping a machine body due to replenishment of money. SOLUTION: When the quantity of money of any one of denominations stored in a coin stacker and a bill stacker is equal to or less than a predetermined value, a ticket vending machine 1 outputs the information as a money replenishment request (s1-s4). When a coin replenishment tray 20 or a bill replenishment tray 21 is set, the ticket vending machine 1 starts user detection processing (s5). When it is determined that there is no user in an area A and there is no possibility of a user approaching to the machine body in an area B (s9), the ticket vending machine 1 pauses the machine body (s10), and performs replenishment processing (s11).
