In order to generate an output signal with high power efficiency even in operation areas with a large input power back-off, and with minimal waveform distortion, a transmission device includes a pulse modulating signal generation unit that generates a pulse modulating signal by altering the pulse width or pulse density in response to the size of amplitude components in an input signal and discretely altering the pulse height in response to the size of the amplitude components; a modulating signal generation unit that generates a modulating signal by integrating the pulse modulating signal and the phase component of the input signal; a power amplification unit that is provided with a number of amplifiers that is equal to or greater than the number of discrete amplitude levels of the modulating signal, alters the number of amplifiers that amplify the modulating signal on the basis of the value of the amplitude levels of the modulating signal, and synthesizes and outputs the amplifier output; and an output filter that eliminates square wave components from the output of the power amplification unit.
