PROBLEM TO BE SOLVED: To clearly report a user that the target amount of electric accumulation is achieved, even when the user leaves a vehicle after start of charge, and to reduce power required for its information, when charging a battery that serves as a power source for running of a vehicle. SOLUTION: When the main power supply of the vehicle is switched off during charge to the battery, a control unit 49 shifts into a sleep mode, and a comparator 48 determines whether the present amount of electric accumulation in the battery is not less than the target amount of electric accumulation or not. Moreover, when the comparator 48 determines that the present amount of electric accumulation in the battery is not less than the target amount of electric accumulation, the comparator 48 shifts the control unit 49 from the sleep mode to an active mode, and the control unit 49 controls a communication part 45, based on the shift into the active mode, and informs a user terminal that the amount of electric accumulation in the battery has reached the target amount of electric accumulation.
