PROBLEM TO BE SOLVED: To provide an operation state prediction system and an operation state prediction method, allowing prediction of an operation state while considering operation to a plant. SOLUTION: In this operation state prediction system including a simulator simulating the plant by sequentially inputting process data received from the plant to a plant model, an operation situation in the plant is predicted by the simulator. The operation state prediction system also includes an operation model storage means storing an operation model of the plant. The operation model is a model prescribing the effect that specific operation to the plant is executed subject to a specific state in the plant, and the simulator predicts the operation situation by applying the operation model stored in the operation model storage means and simulating the plant.
