PROBLEM TO BE SOLVED: To easily suppress abnormal elevation of water temperature in a passage 24 when the amount of water flowing in the passage 24 is reduced. SOLUTION: A second control part 54 compares a water temperature detected by a first temperature sensor 43 arranged on the passage 24 at an influx port 30 side of a heater 38 with a water temperature detected by a second temperature sensor 51 arranged on the passage 24 at an exhaust port 32 side of the heater 38, an amount of water flowing in the passage 24 is reduced by clogging of filter medium, malfunction of pump, etc., and the temperature of water flowing at the exhaust port 32 side of the heater 38 rises than a normal time. When difference in water temperature between the first and second temperature sensors 43 and 51 becomes a prescribed value or above, the second control part 54 reduces the calorific value of the heater 38. As a result, abnormal elevation of temperature of water flowing in the passage 24 is easily suppressed and failure of another instrument and accidental heating of an empty bathtub are suppressed.
