PROBLEM TO BE SOLVED: To provide an automobile-mounted device restricting only the functions of a portable terminal device situated in a specified position when an automobile is in a running condition. SOLUTION: An automobile-mounted device includes an automobile running detecting section for determining whether an automobile is in a running condition or a stopped condition and an external radio section radiating a signal for setting the function restriction of a portable terminal device if the automobile running detection section detects the running state of the automobile, or radiating a signal for cancelling the function restriction of the portable terminal device if the detection section detects a stopped state of the automobile, with the signal being multiplexed with directive radio waves.
