PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor excellent in an ability of suppressing a ghost phenomenon and in sensitivity, and to provide a process cartridge and an electrophotographic device having the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor has a photosensitive layer containing hollow particles each having a vacancy inside. When the circumference face of the electrophotographic photoreceptor is equally divided by four in the circumference direction of the photoreceptor and further equally divided by 25 in a direction perpendicular to the circumference direction to obtain total 100 regions, the standard deviation of vacancy volume ratios in the photosensitive layer measured in the respective regions is within 2.0%.
