PROBLEM TO BE SOLVED: To solve problems in a cooling tower mainly used as an equipment item of a refrigerating cycle of an air conditioner, wherein as the air (outside air) and the circulation water are directly kept into contact with each other, in many cases, it is installed in limited spaces such as a house top and the outside of a house on a road side, performance of the air conditioner is degraded by contamination due to used water quality (chlorine) and the like, and further the cooling tower has a bad influence on hygiene as recently it seems to be a breeding ground of infecting bacteria such as Legionella bacteria, so that maintenance and inspection for removing the scale of the circulation water and obtaining antibacterial effect must be performed without fail, and maintenance costs over time is increased. SOLUTION: Thin films composed of a substance having photocatalyst, are formed on body surfaces of a filling material, an intermediate filling material receiver, a louver and an eliminator as components kept into contact with the circulation water in the cooling tower, upper and lower water tanks, an inner face of water distribution box, machineries kept into contact with water or air, and the like, thus accumulation of the scale on the machineries in the cooling tower, and breeding of bacteria are suppressed, and further costs for maintenance and equipment items are reduced.
