PROBLEM TO BE SOLVED: To provide a fluorescent solution having a uniformly dispersed fluorescent material and further giving a fluorescent film without deteriorating the fluorescent material; to provide a fluorescent film having excellent optical characteristics, film flatness and heat resistance using the solution; and to provide electronic devices such as a light emitting device, an illumination device, and a backlight for a display device, using the fluorescent film. SOLUTION: The fluorescent solution includes: (A) a transparent resin component; (B) a fluorescent component containing at least one fluorescent material which is excited by light of a specific wavelength range and emits light of a different wavelength range; and (C) an organic solvent component containing at least one organic solvent of a specific weight of at least 1.0.
