PROBLEM TO BE SOLVED: To provide a transfer device, a communication system and a transfer method, capable of increasing a data transfer speed. SOLUTION: A compact base station 400 in a compact transfer device 300 connected to a network controller 110 capable of communicating with a radio terminal 120 through a large-sized transfer device 200 includes: a signal measurement part 413 for measuring the signal quality of radio signals of a data request transmitted from the radio terminal 120; a transfer request generation part 413 for generating a distribution request that requests data distribution when the measured result exceeds a threshold; a data processing part 415 for transmitting the distribution request to the network controller 110; and a distribution data transfer part 420 for transferring, to the radio terminal 120, distribution data other than a part of data transferred through the large-sized transfer device 200 to the radio terminal 120, among the data requested by the data request, when the network controller 110 receives the data request and the distribution request.
