<P>PROBLEM TO BE SOLVED: To overcome a problem wherein a vertical rotation wind turbine does not generate power when blades are short, although the same includes three blades of about 100 m long on a gigantic tower and rotates, while sliding wind without filled with the wind. <P>SOLUTION: A horizontal rotation wind turbine includes twelve blades and one third or more of the blades are always filled with the sufficient wind compared with the vertical rotation wind turbine. The horizontal rotation wind turbine is a small scale powerful device as compared with the vertical rotation wind turbine, and generates sufficient power. A base building under the same can be used as a residence, a warehouse, a factory or the like, and it is very rational.
