PROBLEM TO BE SOLVED: To control the temperature of a fluid without changing charged heat energy. SOLUTION: This fluid heating device includes a heat generation means, a delivering means for delivering the fluid to the heat generation means, a temperature detecting means for detecting the temperature of the fluid passing through the heat generation means, and a flow rate control means for controlling the flow rate of the fluid passing through the heat generation means on the basis of a result of the detection by the temperature detecting means.
