PROBLEM TO BE SOLVED: To provide a liquid amine-based latent hardener composition which is excellent in solubility and dilution stability into a weak solvent such as a mineral spirit or an aromatic petroleum combined solvent and is suitable for use in a sealer, a primer, or the like; and to provide a hardenable epoxy resin composition, which is suitable for a ground coat excellent in lifting prevention performance. SOLUTION: The liquid amine-based latent hardener composition is characterized by including the following (A) to (C) components, and the hardenable epoxy resin composition is characterized by containing the liquid amine-based latent hardener composition and epoxy resin. (A) is a ketimine compound of an amine compound; (B) is at least one phenolic compound selected from alkyl group-containing phenolic compounds and terpene phenols; and (C) a weak solvent.
