PROBLEM TO BE SOLVED: To provide a film thickness measuring device and a method capable of measuring the thickness of an oil film with higher accuracy. SOLUTION: The film thickness measuring device 10 includes: a capacitance measuring part 13 for measuring the capacitance of an oil film of lubricating oil formed in a gap between a piston ring R and a capacitance sensor 11 buried in the piston ring sliding surface L of a cylinder liner S; and a film thickness calculation part 15 for finding the average value of measurement values acquired at a plurality of points just before and/or at a plurality of points immediately after a piston ring R passing the capacitance-sensor-11 buried spot, and acquiring the thickness of the oil film based on corrected measurement values acquired by subtracting the average value of measurement values acquired when the piston ring R passes the capacitance-sensor-11 buried spot from the measurement values.
