PROBLEM TO BE SOLVED: To suppress an increase in tension applied to a cable when a casing rotates to prevent disconnection of the cable. SOLUTION: The center axis of a pillar 11a of a shaft 11 is set eccentric to the rotational center axis of the shaft 11 so that the interval between the shaft 11 and a cable 21 when the cable 21 comes closest to the shaft 11 when a first casing 1 or a second casing 2 rotates can be largely secured. Therefore, it is very unlikely that the shaft 11 and the cable 21 contact each other in the rotational range of the first casing 1 or second casing 2, preventing the tension on the cable 21 from increasing and preventing wear-off of the insulating cover of the cable 21.
