PROBLEM TO BE SOLVED: To provide a method for manufacturing a magnetic recording medium using an insulating substrate; to prevent adhesion of particles before deposition; and to provide a magnetic recording medium excellent in reliability and record and playback characteristics while preventing adhesion of particles before deposition using the above method. SOLUTION: In the method for manufacturing the magnetic recording medium, an insulating non-magnetic substrate is irradiated with an excimer laser in the atmosphere while rotating the insulating non-magnetic substrate, and subsequently at least a metal underlayer, a magnetic recording layer, a protective layer including carbon and a lubricating layer are sequentially formed on the insulating non-magnetic substrate.
