PROBLEM TO BE SOLVED: To provide a scalp care device, capable of efficiently transmitting motion of an operation element to the scalp side, and providing effective stimulation to the scalp. SOLUTION: To a rotator 15 which rotates based on driving by a motor 12, the operation element 20 having four projections 22 is rotatably installed with deviation from the center of rotation of the rotator 15 in a radial direction to rotate around a first rotation axis 15a of it. By means of suction structure of recesses 22b provided on distal ends 22a of the projections 22 on the operation element 20, the distal ends 22a of the projections 22 are tightly applied to the scalp of a user.
