<P>PROBLEM TO BE SOLVED: To prevent a malicious access to a content server. <P>SOLUTION: Each time a radio base station 30 constituting a radio communication system receives a position registration request 101 from a mobile terminal, the radio base station 30 monitors a time difference between the time when the position registration request 101 is received and the time when the previous position registration request is received. If the time difference is equal to or more than a predetermined threshold, the radio base station 30 updates the number 105 of position registrations from the mobile terminal.
