PROBLEM TO BE SOLVED: To provide a pattern excellent in uniformity and excellent in random performance. SOLUTION: The method for forming a random pattern includes: a step of forming a second pattern by applying a filter at least eliminating or decreasing a low spatial frequency component whose spatial frequency is below a specified value from a spatial frequency component included in a first pattern in which a plurality of dots are arranged at random or lightness distribution is arranged at the first pattern; and a step of forming a third pattern which is converted into discrete information by applying a dithering method to the second pattern.
