PROBLEM TO BE SOLVED: To solve a problem in a conventional art that an ultra-compact portable telephone base station permits unauthorized utilization at a place unintended by a telecommunication carrier. SOLUTION: An AAA server (authentication server) 401 performs line authentication for checking whether a femto AP (ultra-compact portable telephone base station) 201 communicates through a predetermined line, and stores the result of line authentication in association with the IMSI of the femto AP. The AAA server determines, based on the stored result of line authentication, whether the line authentication of the femto AP having the IMSI is normally completed or not when receiving an access authentication request including the IMSI of the femto AP.
