PROBLEM TO BE SOLVED: To provide an optical detection device which can correct a fluorescence detection part and a phosphor detection part, and a paper sheet processing device including the optical detection device. SOLUTION: The optical detection device 135 includes: a lighting means 3 which emits excitation light to carried paper sheets; a fluorescence detection means 4 which detects a fluorescence image from a predetermined detection range; a fluorescence reference plate 10 provided within the detection range of the fluorescence detection means; an environmental temperature detection means 6 which detects the environmental temperature in the vicinity of the carried paper sheets; and a medium temperature property storage means which associates and stores the environmental temperature and a medium temperature correction multiplier. The optical detection device performs: a first correction process to the fluorescence image detected from the paper sheets by the fluorescence means based on the fluorescence image detected from the fluorescence reference plate and a preset reference value; and a second correction process to the fluorescence image of the paper sheets corrected using the medium temperature correction multiplier stored in the medium temperature property storage means based on the environmental temperature detected by the environmental temperature detection means.
