PROBLEM TO BE SOLVED: To achieve services of a carrier aiming at suppression of a crime using a telephone, storage of a speech situation in the crime to be used for prevention of a repeat offense by adding functions to an existing telephone network, and a network. SOLUTION: It is announced to a transmitter to leave a speech record before hand, and achievement of a function aiming at an effect of crime prevention by psychological resistance, and a function for providing information required for execution of crime prevention countermeasures by a warning to a receiver by voiceprint check, and reproduction of the speech content in the crime is considered as a means of solution.
