Also, when the steel cords of the circumferential belt are taken out, at the inside and the outside of bent portions of the steel cords which are taken out, the residual stress at the inside of bent portions of the filament of a sheath portion is L1 and the residual stress at the outside of bent portions of the filament of the sheath portion is L2.
