The device has a rotary piston (5) connected with crankshaft (1), and inner housing (3) connected with another crankshaft (4). The rotary piston and inner housing form hydraulic medium filled pressure chambers that are separated from each other. The pressure chambers are in fluid connection with each other and provided with displaceable flaps that are pivotally supported at the inner housing and pivoted in the pressure chambers. The displaceable flaps lie on the rotary piston for simulating speed in pivoting condition, and bore holes form a fluid connection at the rotary piston. An independent claim is also included for an internal combustion engine comprising a permanently operated partial drive.
