PROBLEM TO BE SOLVED: To provide a method for manufacturing a transparent conductive base material which has both high conductivity and good transparency and reduces variations in conductivity depending on locations of a film. SOLUTION: In the method for manufacturing the transparent conductive base material having a conductive layer formed by applying a coating liquid including at least metallic nanowires, water soluble polymer, and an aqueous solvent onto a base material and by subsequently drying, a coated film for the conductive layer formed by applying the coating liquid is dried at film surface temperature of 27-42°C and at drying speed (h×ΔT) of 1,000-10,000 (kcal/(m<SP>2</SP>×hr)). Here, h is a heat transfer coefficient (kcal/(m<SP>2</SP>°×C×hr)), andΔT (°C) is a difference between blast temperature and the film surface temperature of the coated film.
