PROBLEM TO BE SOLVED: To control delivery of content information based on a flexibly set threshold of available band. SOLUTION: The content delivery control device controls whether to cause a content delivery server device for delivering content information in response to a content delivery request from an information terminal to deliver the content information or not. The control device stores a system common value that is a content-deliverable available band threshold and an available band value necessary for delivery of content information, stores a delivery guaranteed value of content information and a best effort value in redundancy of a network for each piece of threshold identification information, determines whether the available band value of requested content information is smaller than the best effort value when it is larger than the delivery guaranteed value corresponding to the content delivery request, and further determines whether to deliver the requested content information based on a redundant available band value that is a difference between the system common value and a total value of available bands in delivery and the available band of the requested content information.
