PROBLEM TO BE SOLVED: To provide a web which comprises pitch-based carbon fibers and can suitably be used as a heat-insulating material, and to provide a felt prepared by subjecting the web to a needle-punching treatment. SOLUTION: There are provided the web comprising pitch-based carbon fibers calcinated at a temperature of≥1,300°C and <2,500°C, characterized in that a volume reduction rate is <2%, when the web is thermally treated at 3,000°C for one hour; and the felt prepared by subjecting the web to a needle-punching treatment.
