PROBLEM TO BE SOLVED: To identify persons who actually have participated in an event from among participant candidates to the event. SOLUTION: A communication terminal 10 owned by a host user A as a host accepts an operation of designating a user B as a participant candidate to an event (SA1, SA2). The communication terminal 10 assigns a participation ID for identifying each of the users B as participant candidates, and transmits the participation ID to a communication terminal 20 (SA3-SA5). The communication terminal 20 owned by the user B is registered for participation (SA6, SA7), and causes an IC card to store the participation ID if the user B will participate in the event (SA8, YES in, SA9). The communication terminal 20 transmits the information about whether the user participates in the event or not to the communication terminal 10 (SA10), and the communication terminal 10 writes the participation management information in accordance with the received information (SA11).
