PURPOSE: Device and method for manufacturing a zero spangle of a Zn-Al alloy hot-dip plated steel sheet are provided to prevent spangle difference due to the cooling difference of a transition surface using a magnetic strip stabilizing unit when mist is sprayed. CONSTITUTION: A device for manufacturing a zero spangle of a Zn-Al alloy hot-dip plated steel sheet comprises a mist cooling unit(130) for rapidly cooling a steel strip(100) by spraying mist. The mist cooling unit comprises a spraying nozzle(131), a water supply pipe(132), an air supply pipe(133), a water control valve(134) and an air control valve(135). The spraying nozzle sprays mist toward the steel strip. The water supply pipe is connected to the spraying nozzle in order to supply water to the spraying nozzle. The air supply pipe is connected to the spraying nozzle in order to supply air to the spraying nozzle. The water control valve is installed on the water supply pipe and controls the amount of water to be supplied to the spraying nozzle.
