PURPOSE: A system for detecting toll fraud attack for an internet telephone is provided to prevent a malicious telephone fee charge to a general user. CONSTITUTION: A packet receiving module(10) receives a call setting packet. A VoIP signaling message forgery detection module(40) receives the call setting packet from the packet receiving module. The VoIP signaling message forgery detection module detects whether the call setting packet is received from a general user or not by comparing caller address information or registration information between the header information and the general user.
