PURPOSE: A web document evaluation determining device and method thereof are provided to perform determination of reliability by using web documents which has many images if the documents has positive evaluation. CONSTITUTION: A text processor(110) analyzes a text included in a web document to calculate a text evaluation result. An evaluation determiner(130) calculates the number of valid image included in the web document and compares the number of image set according to the text evaluation result to determine the evaluation of the web document.
