PURPOSE: An electrolytic cell with an electrode cartridge for treating ballast water of ship is provided to facilitate installation, and repair and maintenance by forming the electrode plate assembly to be attachable and detachable in cartridge way, and to be comfortable to manage accumulation of impurity of scale which is formed in the electrode plate. CONSTITUTION: The electrolytic cell with an electrode cartridge for treating ballast water of ship includes: a casing(110); and an electrode cartridge(120). The casing forms flange(111) in the opened both sides. The casing forms in one side by opening at least more than one of attachable and detachable device(115). The casing forms insulation performance resin or the rubber coating layer in the inner wall of hollow part. The electrode cartridge consists of cover(121), supporting frame(122), electrode plate assembly(123), and electrode pins(124a,124b). The electrode plate assembly is supported and fixed by the supporting frame. The electrode plate assembly separates and laminates a plurality of electrode plates(123a,123b). The electrode pin is electrically connected to the electrode plate assembly. The electrode pin projects one end through cover.
