PURPOSE: An optimized database selection device using a maximized concept of intensity recognizing technique and method thereof are provided to select distributed database which classifies the distributed target documents by calculating a maximized weighted value based on qualification value extracted from a classified target document. CONSTITUTION: A distributed database(110) classifies and stores documents according to the document characteristic. A maximal concept strength determiner(120a) detects a range of the classified target document by extracting the qualification from the classified target document. The maximized concept determining unit determines a maximum value which calculated the weighted value per qualification about a document range to a maximum concept intensity. A database selector(130a) applies the maximized concept intensity to the distributed database to selects a distributed database similar to the characteristic of the classified target document.
