PURPOSE: A fixing medium access method and device thereof are provided to include frame location information which is allocated to a fixing resource allocation message. CONSTITUTION: A message analysis unit(620) checks a fixation resource assignment message. The message analysis unit determines whether a frame position of uplink data packet which is generated in a terminal and a frame position in which a fixation resource is allocated or not. A transmission unit(640) transmits the generated message.
