The device has longitudinal wires connected to each other by transverse wires. A plate (2) is projected with two hooks (10, 12). The hooks are shifted so as to cooperate with the distinct longitudinal wires. The hooks are directed according to two opposed directions. Locking units formed on the plate are associated to each hook to maintain the corresponding longitudinal wires engaged in the hook. Each hook presents an elastic strip (32) directed towards the plate so as to allow tightening of wires placed in the hook.
