The backplane comprises a metal substrate (2), and an organic insulating layer (1) formed onto at least one surface of the metal substrate (2). The organic insulating layer (1) is made from a resin selected from a group consisting of phenolic resin, epoxy resin, amino resin, and combination thereof.</p>
