A moving image transmission system estimates the correlation between a transmission bit rate and a packet loss rate on the basis of information indicating the packet loss rate and bit rate information, specifies a packet loss rate at which an encode bit rate of the moving image data is maximum, and specifies a degree of redundancy of the moving image data on the basis of the specified packet loss rate.
