Disclosed is a touch panel which suppresses occurrences of Newton's rings and glare, has high transmission clarity, suppresses haze on the interior thereof, and has excellent visibility, and further provided is an optical film applicable to such a touch panel. The optical film has at least one hard coating layer (A) provided on one surface of an optically transmissive substrate, and is characterized in that the surface of the hard coating layer (A) on the reverse side from the optically transmissive substrate has an average roughness (Ra) of 0.025 to 0.05 µm calculated in accordance with JIS B0601 (1994), and has 10 to 250 projections of 0.3 to 3 µm in height within a 1.08 mm square region. The touch panel is characterized in that the optical film has a transparent conductive film provided on the reverse surface of the hard coating layer (A) from the optically transmissive substrate, and in that a second transparent conductive film is disposed facing the transparent conductive film of the optical film.
