The turbine has a rotating shaft (1) driven by a hub (2) wedged on the rotating shaft, and centrifugal tilting and regulating blades (3) integrated to the hub by supports (4). Blades backing collar (9) slidingly mounted on the rotating shaft is connected to an assembly of blades inclination and backing bars (7), and provided with retraction springs (10, 11), where the displacement of the collar is limited to one side by a stopper (12) and another side by one of the retraction springs compressed and supported on another stopper (13).
