The installation (1) has a sealed and pressurized effluent pipe system (5) connecting dwellings (2) to an effluent treatment plant (6). Centrifugal back-flow pumps (4) are associated to sealed storage tanks (3) that collect effluents (E) from the respective dwellings. The system sealingly and continuously connects the tanks, in outlet of the pumps, to the plant. A central control unit controls the pumps for pressurized conveyance of the effluents in the tanks based on tank filling rate, to regularly and continuously circulate the effluents in the system to the plant at constant flow rate.
