A low flame-spreading wrapping paper comprising a paper web and multiple bands that are provided on said web at specific intervals along the longitudinal direction thereof, wherein the bands are formed by applying a flame retardant solution to the web, said flame retardant solution comprises a solvent and, as a flame retardant, sodium alginate or pectin dissolved in the solvent, and said solvent is a treated water prepared by substantially removing at least calcium ion and magnesium ion from raw tap water or raw well water.
